PhbCatalyst provided Owner’s Representative services to oversee the planning and implementation of the major renovation and upgrade of this 311 unit, five building HUD housing development built in the 1970’s. The work was comprised of roof, window and heating system replacement, restoration of concrete façade and parking deck, upgraded apartment kitchens, baths and finishes, as well as life safety, fire protection and elevator systems modernization. In order to meet the needs of the existing tenants, a work plan and schedule was developed to maintain occupancy, minimize elevator trafficking conflicts and reduce household disruption, while maintaining the near 100% occupancy.
